The moped bandits, who have been terrorising London's fashion community for months, have been caught on camera by paparazzi.

Two of the thieves were snapped by photographers as they fled on motorcycles clutching designer handbags stolen from the Fendi store on Sloane Street.

Six thieves in total were involved on the raid overnight stealing handbags worth tens of thousands of pounds.

The Ministry of Trade (MOT) has released a decision guiding the import of high-cylinder capacity (over 175 cc) motorbikes, which says that the import of used motorbikes of this kind is prohibited.

There will not be any restrictions on the number of motorbikes that can be imported, and imports will be processed under the automatic import licencing scheme

When finalising motorbike import deals, businessmen have to file a written report with the MoT on the details of the import deal. MoT will consider the report and approve the businessmen’s application for importing high-cylinder capacity motorbikes.

The temporary import for later re-export and the temporary import before export to third countries will be settled right at local customs agencies; there is no need to get permission from MoT.

According to MoT, high-cylinder capacity motorbikes are ones with cylinder capacities of more than 175 cc. Registering for imported motorbike circulation and getting driving licences must follow the current regulations.

As per WTO commitments, after May 31, Vietnam will allow the import of motorbikes of more than 175 cc with no restriction on quantity. However, Vietnam will set requirements for the circulation of the motorbikes. Those who drive these motorbikes must get driving licences before buying motorbikes. Motorbike distributors will only be able to sell motorbikes to those who can show driving licences.

With the guideline for import from MoT, high-cylinder capacity motorbikes now can enter Vietnam. However, it will take some more time to have the motorbikes rolling on streets as this requires more documents from the Ministries of Public Security and Transport.

High-cylinder capacity motorbikes will bear the temporary tax rate of 90% as imposed on other kinds of motorbikes. Importers will have to pay import tax and 10% VAT tax. The lowest price of a Harley-Davidson is $5,000, and it would be priced at over $10,000 after tax in Vietnam.
